Green Building Certification in Uzbekistan: Current Status and Development Prospects

Abstract

Relevance: In Uzbekistan, buildings-particularly in the social sector—remain major consumers of energy. As the country moves toward a green economy, the need to introduce a national building green certification system becomes increasingly important. Such a system can reduce energy consumption, lower CO₂ emissions and improve the operational performance of buildings.


Aim: to identify opportunities for developing a national green building certification system in Uzbekistan based on the analysis of international experience, national regulations and existing pilot projects.


Methods: comparative analysis of international certification systems (LEED, BREEAM, EDGE), review of Uzbekistan’s regulatory documents, and analysis of state programs and pilot project outcomes.


Results: Although the regulatory foundation has been established, practical implementation remains limited. The effectiveness of green buildings in reducing energy consumption and emissions is confirmed. Key recommendations include institutionalizing certification, providing incentives for developers, integrating certification with energy passports and expanding pilot projects.
